Do cats see in black and white?

Is it true cats don't recognize colors?
From what I've read they can see shades of blue and green, the rest is black and white for them mainly. Cats are twilight and night hunters by nature so color isn't as important to them as an ability to catch movement in low light. So they have more rods than cones in the eye.
