Exams before getting a dog?

Do you think there should be some sort of exams before someone is allowed to get a dog?
  For certain breeds yes!
  Not exams but a person should know the basic stuff about dog health and training and have as much knowledge as possible before getting a dog. and of course if he's getting a specific breed he should educate himself.
