Not necessarily- you can use the tug game to teach "drop it", although in the case of your little guy it might not be a bad idea for him to have some idea of what it means beforehand.
I taught my JRT "take it", "drop it", and "leave it" with tug, starting at
13 weeks of age. It worked well enough that as an adult, I can get her todrop live (or newly killed) prey.
I don't have time to write out the whole process right now- I've got to leave for work- but I think I have an old post where I described the process; I'll see if I can dig it up & re-post it tonight.

BTW, I also specifically taught her to REDIRECT to toys when she went into Tazmanian Devil mode. IOW, if she started going after my ankles or some such, I would stop, give her an "ANH-ANH", then say "go get your toy" or pick up a toy and give it to her. (Yes, this meant having toys all over the house. )
The toys that worked best (for both purposes) were soft ones- fleece with squeekies- that she could "kill", and soft braided tug toys.
BTW- exactly how old IS your puppy? Your first post said he was taken to the shelter at 8 weeks, but if you said how old he is now, I missed it.

Not an issue with the puppy under discussion; he's a mixed breed shelter dog, allegedly half terrier and half Labrador.
The behaviour as described is pretty much classic
terrier-puppy-turns-into-Tazmanian-devil, along with fairly classic terrier resistance to restraint and handling.
To the OP: Janet touched on this, and I'll try to get back to the subject as well- it sounds like working on desensitizing him to being handled/restrained would also be useful.
I'd also be thinking about non-confrontational ways of establishing leadership, like having him do a wait while you put his food down and/or feeding him by hand.

My pup likes similar toys. he MAULS the soft fleece squeakers.

He is now about 10 weeks old but no one knows for sure.

I've heard from a number of successful field trainers that tug hasn't hurt their field dogs at all.

Yep. Agility puts dogs into a state of high drive and high arousal. It's a bit too much to expect them to turn that off the instant they cross the finish line. Allowing my dog to unload some drive on the leash really helps her come down off the high safely and gives her a positive experience along with it.
