I think if you were to make stakes/tethers illegal, the ... more lost strays. I don't see it really helping anything.

I tether my beagle on a trolly line when she goes outside. She spends most of her old age years ... in a fence, but she escapes. I think a 10 x 10 kennel is everybit as inhumane as a tether[/nq]A 10 x 10 kennel has less running room than most tether systems you will find in stores, unless it is just a 15 foot cable with a stake. My dog goes out on a tether in the morning while I am finishing getting ready, the rest of the time he spends outside is with me out with him and he gets to run around unrestricted. He spends most of the day indoors though. So to ban tethers would raise important questions... is the problem the length of time they are confined in too small of an area, if so what area would you consider to be a legal requirement for the dog.

Furthermore, what length of time should be the legal limitation on how long a dog can be restrained. The problem is, these answers are all going to vary based on who you are asking, some would say no cables or runs should be allowed and dogs should only be allowed to be kept in the house and only allowed outside into a fully fenced yard of a minimum of an acre. But since not everyone can provide that much space, I guess you are just going to have to ban these people from having dogs while you are at it.

The real question becomes, who is right and how do you know they are right. Our legislators are the ones who get to make these decisions, so perhaps, if you feel the current laws are not restrictive enough you need to right them, and if they do not listen, perhaps this November you should vote for someone who listens to you on the issues you feel are most important.
Tethers, chains, runs, chain link kennels? How long on them? The size? The length? IMO it really doesn't matter if there were laws passed to regulate such things. How in the world would they be enforced when AC cannot seem to get out to handle hard core animal abuse cases. I abhor a dog on a chain, but I am not gonna lie, due to the increase in my dog family if I am not in the yard with them I put one dog in a kennel run and one on a chain outside of the fence, never more than a hour at a time (*the PBT mix dogs") and leave my old dogs loose inside the fence.

If I am with them which is most of the day I let them run together. Three of them are couch potatoes such as myself and one of them can't be forced to come inside..
Anyway I would highly resent AC or anyone else telling me I can't have my dogs on a swivel chain or in a kennel run while I am inside. I think leaving a dog on a chain for life is one of the cruelest things you could do. Why have one? IMO you can forget about regulating it, as it will never be enforced.

Otherwise the Trolley People will take up arms and fight the Chain People, and depending on who wins that particular conflict, they'll probably have to fight the Trolley People next, who are exhausted from having just fought to a stalemate with the Inside People. Next up: The Run-Free People!
God, I love the smell of napalm in the morning!
Nice post, Longest.
And absolutely correct, IMO.

@i3g2000cwc.googlegroups.com:
I think if you were to make stakes/tethers illegal, the abuse and neglect would simply move indoors. Out of sight, out of mind, and more likely unreported. Plus there'd likely be more lost strays. I don't see it really helping anything.

Not for nothing but where does it say anyone is going to make stakes and tethers illegal? Did I miss where this went from a dog stealing/abuse issue to a stakes and tethers issue somewhere? I'm confused?

It is a natural transition because the Tammy Grimes thinks any dog that is on a chain is abused.
