I do not agree with this at all. If you call in to Portland Police a fireworks complaint they will ... they will never do. Even though it's both the same offense and both illegal and I think both the samefine.

If you call the cops about dog poop in Portland, they will tell you to call Animal Control.
If you videotape someone putting on a fireworks show and turn the tapeover to the cops, they will go arrest ... thetape. If you do the same with a dog owner the cops will claim they can't use it as evidence.

They will, in fact, not want to look at it. They will tell you to call Animal Control about it.

Cats are generally NOT any good at controlling RATS which ... other than rat-traps. (which also don't work unless carefully managed)

How do you get the trap inside the rat?

We had a problem because the day care across the street couldn't control their animal, which tended to chase cars up the street toward the intersection. Down the street, one family had a couple of pit bulls that used to run amok. The police would respond to the wayward pit bulls, but not the irish setter.
After awhile, though, they stopped responding to call about the pit bulls.

You live out in the county, right? I dunno whether AC's response is different out there. I'm pretty sure that, inside Portland, they'll respond on off-leash pooper dogs. (Obviously, not right away. The call probably goes on a list somewhere.)

Counties are required by state statute to control dogs.

Because sometimes laws are passed to represent the best intentions of folks like you, who betimes have been known to assert that because something is against the law, folks ought not to do it.

'Course, the dogs can't read. They can poop, though.

As for parade taping, that should simply be banned as a Really Dumb Idea. Nobody gets to Claim a piece of public thoroughfare for their exclusive use.
