Allergy is the most common concern although there can be other causes like inversion of eyelashes or poor eyelid structure. Try to exclude any possible allergens like cigarette smoke, inappropriate food or bedding, house or cage cleaning chemicals, air fresheners, etc. While looking for the allergy source don't forget to keep the bunny's hair and skin under the eye clean by removing contamination with a damp cloth. If in a while it doesn't improve I'd have him checked by a veterinarian.
