I followed it up with the cat, who kept mewing like a week old kitten through the process but held completely still until I was finished.

I think your puppy needs to get out more if you have to clip his nails at that age.

He needs to be taught that I am bigger and stronger than he is, so when it's not true he thinks so.
Furthermore, he IS taken out DAILY, but I don't walk him on concrete. He goes to the park, where he can swim and run.

I used to have a 3 year old labrador that would howl and whine like she was dying everytime I trimmed her nails. She would put up a titanic struggle that would make it nearly impossible for me to do it without another person to hold her down. She also did the same thing during baths. :\

Well, now I require a paw to be trimmed for his meals. It's improving very quickly that way, even if there's barely anything to trim. I've found that requiring a given behavior for meals works very well with Labradors, so long as you keep it relatively simple.

The most difficult dog I had (wrt cutting nails) was a chihuahua. I had to wear leather gloves so Tika could gnaw on me while I clipped.

Of the four dogs I have now, a chihuahua is the only problem. Chile doesn't try to bite, she just jerks her paw out of my hand. This is easily cured with the help of Hubster, who holds her and pets her lavishly during the procedure. She has us well trained. The other three (Chi, GSD, Lab) just lay back and takes it without a fuss (except a beat-down poor-me expression).
