On the other front, Neo is trying to engage Bella. This morning it was play and I'm not positive about how to read this afternoon's behavior. I know Neo likes to play when she's finished eating. She and Bella were putting a paw on each others' shoulder.
I don't know whether it's play or dominence. I thought the muzzle licking was a submissive or placating behavior, but I've seen Neo do that to keep Bella away from the puppies.
Bella has growled at Neo several times, but it's a warning. There is an immediate correction. It's not much of a growl, but it's still unwelcome. Neo is in lurv with DH. Bella is, too. Bella thinks she owns me, I think...

Impossible to know for sure without witnessing it, but I would bet money that the paw-on-shoulder is bossypantsing. I'd discourage it.
Muzzle licking is generally submissive/placating, but it can also become passive-aggressive. Again, it's hard to say without seeing it. However, pay attention to the dog who is being licked. How does she feel about it? Does it appease her or does it irritate her? If the licker is being obnoxious about it, or if the lickee doesn't like being licked, I'd intervene. Otherwise, it might escalate into something ugly.

It's been explained to me that muzzle licking is more of a status testing move, not dominance per se. And sometimes it's just tasty - Friday often licks flingers from Rocky's flews.

They were both doing this - and both were sitting. Neo looked like she was in a play posture, her tail was wagging, her ears forward, but Bella was deliberate and slow. I don't think it was, as Shelly wondered, bossy-pantsing.

Bella's not sure. Sometimes I stop it, but usually I just watch to see where it's going, because there seem to be a lot of different things being communicated. Right now, nobody's getting licked because they're tasty (except for puppies).

When Friday is deliberate and slow with his batting the other dog, it's usually a dog he really wants to play with, but hasn't quite yet figured out. He does this to me, too. A slow paw in the air, like a high 5 - if I'm lying on the couch or floor he'll sometimes bat my face slowly, deliberately, and gently.

She certainly knows more about that than me. Recognising that the puppy dymanics change everything, I made sure to qualify that everything I said was personal experience.
