Things can enter a downward spiral if left unattended. I wouldn't leave it up to him. Find some activity, like ... a bit. A little mental or physical stimulation will perk him right up and he'll be a much happier dog.

Finally, some suggestions I can work with. I've been feeding him firstand then feeding her in a different room because ... dog parks, but they are large and pretty much open. I can't let him off leash because he wouldn't return.==

I would still take them to the parks, but walking on the leash daily is even more important. If you are afraid they will take off at the park, keep them on the leash till you feel more secure. I find that most times they stay where the other dogs are sniffing and playing and don't take off. You might find that your Border Collie is highly active compared to your Golden; this type breed definitely needs exercise. A dog training course would benefit the Border Collie.
I still believe dogs should be separated when feeding; some eat faster than others and then start to hang around the dog that is still eating, and the one that is still eating becomes nervous may start a fight. I also think the pecking order is a good thing; that is my opinion. Each case is a little different, but in your case, I would feed the Golden first.

What are you doing to engage him, and to make him look to you for fun and entertainment? My dog has a lot of toys, but her favoritest toy in the whole wide world is *me*.

BTw, I have a 6 year old dog, and a 7 month old dog. They both keep me pretty busy. The following saturday (and yesterday was just about a carbon copy) is an example of keeping my dogs busy. Just to give you an idea...

Tuck and Reka get to run 3 1/2 miles every morning while following the ATV Tuck retrieved my hat for me, when it blew off while ATV'ng. He kept the chickens out of the garden. Last night, he herded up the ducks and put them in the pen for the night. He went tracking in the hay field. When we finished, we went and bought ice cream. I sneezed while waiting for the ice cream, and he grabbed a napkin , There was no kleenex box for him to find, retrieve and extract a kleenex from. So he made the transition from a "Achhooo" as a command to a real sneeze and practical application. and handed it to me. Oh, and he took his dollar and paid for his own ice cream at the window.
He brought me my boots when I was getting dressed to go. Reka AND Tuck went to the road to get the newspaper out of the box. Did you know it takes 30 times longer for TWO dogs to get the same newspaper than it does to send one? And the newspaper comes back tattered, and all goobered up.
If you say TEDDY, he rolls over on his belly for a belly scratch, if you say BEAR, he jumps up on his feet and barks (He learned that Saturday) .. it's his teddy bear game.
I added a third scent article to his repertoire in his utility articles scent discrimination.
Tuck collected all the morning's breakfast dishes (dogs) and stacked them up. and presented them to me for washing.
Oh, I try to teach him a new trick every day. For instance, Sunday he learned to crawl. That took about 2 minutes. It took me 15 minutes to teach him to play basketball. (same with Reka) , It took me about 5 minutes to teach him "Achoo", today he learned how to say his prayers. None of these take but a few minutes, but they enhance your dogs life, due to the attention they get from you, and adulation from other people. It doesn't take a whole lot of time to get creative.
