In that case, save your money, this is just a nonsense.

If you do a bit of research, you will discover that in homeopathy, the figure "30x" means that the original substance has been diluted 1,000,000,000,000,000,000,000,000,000,000 times, that is, 1 with 30 zeros. (In the case of one of the ingredients, Belladonna - a deadly poison - this is probably a blessing.) The above number is so large that it is almost beyond human comprehension.
I don't know the correct term for this number - perhaps someone can enlighten me - but let's call it a gazillion. To put this "gazillion" in perspective, if you assume that 15 drops equal 1 cubic centimeter, you would need a container 50 times the size of the earth to hold a "gazillion" drops.
And what do you think the effectiveness is of something that has a "potency" (there's a misnomer if ever I saw one) of 100x? I am not going to bother writing a 1 followed by 100 zeros, but you get the picture. This is absolutely ludicrous, a sham, a fake.
If, and it's a big if, this potion actually stops your bird from plucking it's feathers, it can only be:
(a) The potion is so evil tasting that the bird won't want to put it's beak anywhere near its feathers, or
(b) The bird is distracted from plucking by being too busy laughing at the gullibility of anyone who would buy this quackery.
