i wouldn't recommend any toy for dogs to play with together without supervision. dogs aren't particularly good at "sharing", and shared toys can spark fights.
instead, i'd make sure each dog has their own identical toy(s) to keep them busy.

As kelly/culprit says, numbers are good, plenty of toys for each dog.
My dogs like to share those tug ropes - big fat ropes with knots in them. A dog will grab one then
immediately try to engage another dog in play.

Every toy is a tug toy to my girls. It doesn't matter what it is. If there is room for two sets of teeth, it's fair game for tug.

Squeaky toys don't last long around here. Good thing the dollar stores have them, because they love them and I can't afford to spend $6 for a toy that lasts a day. If it squeaks, it's especially fun to tug with.

Madigan likes to get new ones first, and has gotten into the habit of wanting me to teach her a name for it. (Border collies. :} Then after she's identified it for me a couple of times, she'll prance around the house with it before she engages Kenzie in a game of tug. If it lasts until they end the game, Kenzie will then lie down with it and squeak squeak squeak squeak squeak until it breaks.
Worth a couple of bucks. :}
