Why do cats start behaving very odd because of catnip?
The scent of it triggers chemical release in a cat's brain. It's sort of like an aphrodisiac.

Does it mean cats can get addicted to catnip?
My sister's cat got addicted to catnip. Rather painful to watch when she gives it to him - he reaches inside the container and spills out a huge amount on the floor only to eat it and roll around on it then gets aggressive when my cat comes near.
I once read the the smell is similar to a cat in heat.
